Two departments, constantly confused

Before the hierarchy, one distinction that saves enormous wasted effort. Land in Rajasthan involves two separate arms of government:

A registered sale deed is created at the Sub-Registrar's office. The record showing you as holder is updated at the Tehsil. They are different buildings, different officers and different systems. People who do not know this lose weeks queueing in the wrong place.

The revenue hierarchy

पटवारी — Patwari
The foundation of the whole system. The Patwari is the village-level record keeper responsible for a हल्का (halka) — a cluster of villages. The Patwari maintains the khasra, the jamabandi entries, and records the girdawari (the seasonal crop inspection). Almost every question you have about a specific parcel starts here, because the Patwari is the only official who knows the land physically.
For an agent, the Patwari for your working area is the single most valuable professional relationship you will build. Not for favours — for accuracy and speed.
गिरदावर / कानूनगो — Girdawar or Kanungo
The supervisory officer above the Patwari, sometimes titled Bhu Abhilekh Nirikshak (inspector of land records). Supervises a group of halkas, checks the Patwari's work, and is where you go when a Patwari-level entry needs review.
तहसीलदार — Tehsildar
The revenue officer for the tehsil. This is where mutation (नामांतरण) is ordered, where many revenue matters are decided in the first instance, and where the tehsil's records are held. The Naib Tehsildar assists and handles delegated matters. When a mutation is stuck, the Tehsil office is where it is stuck.
उपखंड अधिकारी — SDO / SDM
The Sub-Divisional Officer, sitting above the Tehsildar for a sub-division. Hears appeals from Tehsildar-level orders and exercises powers under various revenue provisions.
ज़िला कलेक्टर — District Collector
Head of revenue administration for the district, with wide powers including in land allotment, conversion and acquisition matters, and hearing appeals from below.
राजस्व मंडल, अजमेर — Board of Revenue
The apex revenue court in Rajasthan, seated at Ajmer. It is the highest revenue authority in the state and the final appellate forum within the revenue hierarchy. Above it, matters go to the High Court.

Three observations that will shape how you work.
Everything starts and often ends at the Patwari level. The record you eventually rely on in a court was originally written by a Patwari from a physical inspection. The quality of that original entry determines how much trouble a parcel gives you for the next fifty years.
Delay is structural, not personal. Mutation, demarcation and correction all involve notice periods, objection windows and file movement between offices. Budget realistic time and set client expectations at the start rather than promising speed you cannot deliver.
Appeals are real and used. The revenue hierarchy is a functioning appellate structure, not a formality. A parcel with a pending revenue appeal against it is not a parcel you should be closing a sale on, however confident the seller sounds about the outcome.
