A hospitality brief is decided by things a site visit on a good day will not show you: what the record says the land is, who has the power to permit the use you have in mind, whether the water under it is drinkable, and whether the road you drove in on is a road in the record or a habit. We screen those first. Prices come after, and only for parcels that survive.

Said plainly, once. We do not tell you a resort is permitted on a parcel, and you should not accept that sentence from anyone selling you land. What we do is establish what the record actually says, identify which authority decides the use you want, and put the papers in your hand so you can ask them — before you pay for anything.

These are not variations on one requirement. They want different sizes, different frontage, different water, and they are decided by different authorities. The first job of a brief is to say which one it is.

Agricultural land is recorded for agriculture. Using it for a resort, a hotel, a banquet lawn or a commercial farm-stay is a change of use, and a change of use generally requires permission. Which route that permission takes, and who grants it, depends on where the parcel sits — urban or rural, inside a planning area or outside one.

Three checks, in this order. 1. What does the record say the land is? Classification, khatedari status and any entry that restricts transfer. If the record is unclear, nothing after this matters. 2. Is it inside a planning area, and what does the master plan zone it as? A parcel inside a planning area answers to that authority. There is no incentive table on this page. Tourism-unit benefits in Rajasthan are set by notification and amended by notification. We have not verified the operative text, so we do not publish a summary of it — an empty section is better than a number you might price a deal on. Ask the Department of Tourism, or your chartered accountant, and get the answer in writing before it reaches a valuation. Run in this order, because each step is cheaper than the one after it and any of the first five can end the conversation before anyone spends money.

  1. The record, before the site. Jamabandi and map, read together. Area on the record against area on the ground. A mismatch is the single most common reason a hospitality deal collapses late.
  2. Access, in the record. A track everyone uses is not a right of way. We read the approach the way the record shows it — see approach road and access rights. For a highway plot, frontage and legal access are two separate questions.
  3. Planning area and zone. Which authority the parcel answers to, and what the plan says about it.
  4. Water — quality, not just presence. A borewell that yields is not a borewell you can serve guests from. In this belt this is the test that fails most often. See below.
  5. Eco-sensitive proximity. Wetland, catchment and salt-affected ground carry their own rules and their own risk. Near Sambhar this is not a footnote — see below.
  6. Ceiling and holding limits. How much a buyer may hold is capped, and the cap applies to the buyer, not the parcel. Our ceiling limits guide covers it.
  7. Shape and built envelope. Acreage is not usable area. A long strip with the same acreage as a square block may not hold the building you have drawn.
  8. Neighbours you inherit. Salt pans, brick kilns, a stone crusher, a poultry unit, a high-tension line, a proposed alignment. All of these are legal, and all of them change what your guests experience.
  9. Power, and what it costs to get here. Distance to the feeder, and whether the connection you need is a commercial one.
  10. Contiguity and the veto parcel. If the site needs more than one holding, we identify early which single owner can hold the whole assembly hostage.
  11. Encumbrance and charge. Any loan, mortgage or dispute on the record, and any entry that limits who may buy.
  12. Owner reality. Who actually has authority to sell, whether succession is recorded, and whether every co-owner is reachable and willing.

Hospitality is a water business. Rooms, kitchens, laundry, landscaping and a pool if you are building one — all of it against a guest's expectation that the water is clean. Parts of this belt sit on salt-affected ground, and water that is fine for a crop can be wrong for a hotel.

We treat water as a screen item, not a diligence item: it is checked before the parcel goes on your shortlist, not after. Sambhar and the Ramsar boundaryसाम्भर और रामसर सीमा

The lake is the draw and the constraint, and both are true at once. Sambhar is a designated Ramsar wetland with salt-affected soils around it. That is exactly why a resort near it is an attractive idea, and exactly why the land question near it is harder than anywhere else in this belt. Wetland, catchment and salt-industry history all bear on what may be done with a parcel. We publish no opinion on whether a given parcel near the lake can carry a hospitality project. That is a determination for the competent authority on the specific khasra, and anyone who gives you a confident answer over the phone has not looked. Revenue share or JV with the landowner Owners who will not sell but will participate — common in this belt for family land. It is a commercial arrangement with its own tax and land-use implications. Get it drafted, not agreed over tea. Every co-owner must be a party.

The honest case is short. This belt sits on the Jaipur–Ajmer axis, it carries highway frontage, it holds a Ramsar lake and a temple town, and it is close enough to a large city to draw weekend traffic. Those are reasons to look. None of them is a reason to buy a particular parcel, and none of them is a forecast.

What we will not do. We do not project occupancy, tariffs, footfall, land price or returns, and we will not put a number on what a hospitality project here might earn. Can I build a resort on agricultural land?

Not while it is recorded as agricultural and being used for a commercial hospitality purpose. That is a change of use, and it needs permission from the authority the parcel answers to. The route differs between urban and rural land and between parcels inside and outside a planning area. We will help you find out which applies; we will not tell you the answer is yes.

Do you find land near Sambhar Lake specifically?

We work the belt that includes Sambhar, so yes — with the caution on this page attached to every conversation. Proximity to a Ramsar wetland makes the permission question harder, not easier, and we would rather tell you that before you fall in love with a view.

What size should I be looking for?

That follows from the format, not the other way round. A camp, a farm-stay and a banquet lawn have very different answers, and the shape of the plot matters as much as the acreage. Tell us the format and the build you have in mind and we will tell you what to search for.

Can you assemble several holdings into one site?
