Where the rate lives

The DLC rate is published by the state on the Registration & Stamps Department’s e-Panjiyan portal, in its DLC rate (e-Value) section. You choose the district, then rural or urban, then the tehsil and the village, and read the rate on the row for the class of land — irrigated, unirrigated, abadi, commercial. AgriZameen does not copy these rates anywhere: they are revised without notice and differ village by village and row by row, so the only safe figure is the one read from the portal, with the date it was read.
Same unit before you multiply

The rate is quoted per unit — per square metre, per hectare, per bigha. The area must be in that same unit before you multiply, or the answer is wrong by a large factor. The bigha needs particular care: the Rajasthan pucca bigha is a defined measure, but a village bigha can differ, and papers from different decades may use different ones. When the portal and the papers disagree on the unit, convert both to square metres or hectares and work there.
The value charged

With the units matched, the DLC value is the rate multiplied by the area. Stamp duty is then charged on the higher of the DLC value and the price written in the deed. Writing a lower price does not lower the duty — it is charged on the DLC value — and an undeclared cash component leaves the buyer holding a deed that understates what was paid, which matters at resale and in any dispute.

The total government charge is the three added together. Each percentage belongs to a notification with a number and a date; a figure you cannot trace to one is not a figure to budget on.
Not in the total

- Conversion charges, if the land’s use is being changed.
- Mutation in the revenue record after registration.
- The document writer’s or advocate’s fees.
- Any concession the buyer may qualify for, which the notification and the sub-registrar decide.
Using the estimator
