One number you read from the state, then a fixed order: the same unit, the higher of DLC value and price, then stamp duty, surcharge and registration fee. No figures here — the estimator uses yours.

No figures on this page, on purpose. AgriZameen does not publish DLC rates, and shows a stamp duty, surcharge or registration fee percentage only where it comes from an official notification a person has checked. This page explains the sum; the registry cost estimator does it with the rate you read yourself, in your browser, without sending or saving anything. The cost of registering a land purchase in Rajasthan starts with one number the state publishes and you read for yourself: the DLC rate for the village and the class of land. Everything else follows from it in a fixed order. This is that order, step by step, with the mistakes that most often make a budget wrong on the day.

1 · Read the DLC rate yourself

Open the Registration & Stamps Department’s e-Panjiyan portal, go to the DLC rate (e-Value) section, and choose the district, then rural or urban, then the tehsil and the village. Read the rate on the row for your land’s class — irrigated, unirrigated, abadi or commercial are different rows — and note the unit beside it and the date you checked. 2 · Put the area in the same unit as the rate

A rate per hectare multiplied by an area in bigha gives nonsense. Convert first. A bigha in particular is not one size: the Rajasthan pucca bigha is 27,225 square feet, and a village bigha can be different, so when the papers and the portal disagree on the unit, work in square metres or hectares. The land unit converter does the conversion.

3 · DLC value = rate × area

With both in the same unit, the DLC value is the rate multiplied by the area. In symbols: if the rate is R per hectare and the area is A hectares, the DLC value is R × A.

4 · Duty is charged on the higher of the DLC value and the price

Stamp duty is charged on whichever is higher: the DLC value, or the price agreed in the deed. Writing a lower price into the deed does not lower the duty — it is charged on the DLC value — and an undeclared cash component is a risk to the buyer, not a saving.

5 · The three government charges

The total government charge is the three added together. The estimator shows each line with the notification it comes from, and says “rates are being updated” rather than guess when one is missing.

6 · What the registry cost does not include

The mistakes that make a budget wrong

  1. The wrong row. Reading the irrigated rate for unirrigated land, or the other way round.
  2. The wrong unit. Multiplying a per-hectare rate by an area in bigha.
  3. The wrong bigha. Using the pucca bigha where the papers use a local one.
  4. A stale rate. Rates are revised without notice; check again close to the registry date.
  5. Forgetting the surcharge. It is on top of the duty.
  6. A low price in the deed. Duty is still charged on the DLC value, and the buyer is left with a deed that understates what was paid.

Questions

How is stamp duty on agricultural land worked out in Rajasthan?

Find the DLC rate for the village and land class on the official portal, multiply it by the area in the same unit to get the DLC value, take the higher of that and the agreed price, and apply the stamp duty percentage the current notification sets. The surcharge is worked out on the duty, and the registration fee is a separate percentage, with any cap the notification sets.

Does AgriZameen publish DLC rates or stamp duty percentages?

No DLC rate, ever: they are revised without notice and differ by village and land class, so read yours on the official portal. Our estimator uses a duty, surcharge or fee percentage only when it comes from a notification a person has checked; otherwise it says the rates are being updated.

Is stamp duty charged on the DLC value or on the price I pay?

On the higher of the two. Registering at a price below the DLC value does not lower the duty: it is charged on the DLC value.

Why does the unit matter so much?

Because the rate is quoted per unit — per square metre, per hectare, per bigha — and the area must be in the same unit before you multiply. A bigha is not the same size everywhere, so convert to square metres or hectares when in doubt.

What is not included in the registry cost?

Conversion charges if the use is being changed, mutation afterwards, the document writer’s or advocate’s fees, and any concession you may qualify for. Ask the sub-registrar’s office to confirm the figure before you pay.
