Announced, MoU, site identified, allotted, in possession. Five different things, and most land pitches quietly move you up two rungs.घोषणा, MoU, स्थान, आवंटन और क़ब्ज़ा — पाँच अलग-अलग बातें हैं।

When someone tells you a company or a department is “coming” to an area, they are standing on one of five rungs. The words sound similar and the difference is everything. This is the short version; every entry in our Belt Project Register is tagged to one of these.

  1. Announcedघोषित A statement of intent. A summit speech, a press release, a figure in a budget. No site, no land, sometimes no state decided yet. The tell: a rupee figure and no place name. Ask where. If there is no answer, you are on rung one.
  2. MoU signedMoU हुआ An agreement between a company and a government. It records intent, not obligation, and a great many never proceed. The tell: “MoU signed at the summit”. Ask what it commits either side to, and by when.
  3. Site identifiedस्थान चिह्नित A place has been named, perhaps visited by officials. Nothing has been transferred. Land at this stage still belongs to whoever owned it yesterday. The tell: officials “inspected” or “assessed” land. An inspection is not an allotment.
  4. Allottedआवंटित An allotment order exists: a named allottee, a defined parcel, an authority that issued it, and a date. This is the first rung where a document exists that you can ask to see. The tell: you can name the order. If nobody can, treat it as rung three.
  5. In possession / operatingक़ब्ज़े में / संचालन में Handed over, built, or running. Verifiable from the ground, from imagery, and usually from the company’s own disclosures. The tell: it has an address and photographs that are not renderings.

Why the ladder matters more than the name

A large, real company genuinely operating a facility 30 km away is rung five — for that facility, at that address. It says nothing about a plot being sold to you elsewhere. The rung belongs to the project, not to the company, and not to the district.

The single most common move in land marketing is to cite a rung-one announcement and let the reader supply rung five. Nothing false is said. The reader does the work.

What to do with this

Ask two questions of any project claim: which rung, and where is the document. If the answer to the second is a news article, you are at rung one or two whatever the article says.
