Nothing about a location makes land residential. Two things do, together: the master-plan zone must permit the use, and the khasra must carry a conversion order under Section 90-A from the competent authority. Agricultural land next door to an approved colony is still agricultural land.
This matters because plotted schemes are frequently sold on unconverted land with conversion described as “in process”. In process is not a status you can register a sale deed against.
The five papers to ask for by name
- The approving authority’s letter. Who approved this — the JDA, a UIT, the gram panchayat, or nobody? A panchayat approval is not a substitute for a development authority’s where one is required.
- The layout approval. With the drawing. Then match the plot you are shown against it on site.
- The conversion order. For the exact khasra, not the parent holding, and not a neighbouring one.
- Registration. Where RERA registration applies, the number and the entry on the regulator’s own site — not a screenshot from the seller.
- The parent title chain. The jamabandi and mutation trail of the land the scheme sits on.
Why this belt attracts schemes
Phulera is a working rail junction on the Western Dedicated Freight Corridor route. Sambhar has the Ramsar-recognised salt lake and sanctioned eco-tourism development. Real anchors attract real interest — and real interest attracts schemes that are ahead of their approvals. Both things are true at once.
