DLC stands for District Level Committee — the committee that fixes the minimum government value of land for every zone, colony and village in the state. Other states call it circle rate or guidance value. In Rajasthan, this single number sets the floor for your stamp duty, shapes your total registration cost, and signals what the government believes your land is worth.

The rule is simple and strict: stamp duty and registration fees are charged on whichever is higher — your actual sale price or the DLC value of the property. If you negotiate a great bargain below DLC, you still pay duty as if you had paid the DLC value. If you pay above DLC, duty is charged on your actual price.

In Rajasthan the base stamp duty is around 6% for men and a concessional 5% where the property is registered solely in a woman's name, plus a registration fee (about 1%) and applicable surcharges. Step 1: Open epanjiyan.rajasthan.gov.in — the official portal of the Registration & Stamps Department. (You can also reach it via the IGRS Rajasthan site.)
Step 2: In the services menu, open e-Value (Online DLC).
Step 3: Select your district, then choose Urban or Rural.
Step 4: Pick the SRO (Sub-Registrar Office), then the zone / colony / village, enter the captcha and view results.
Step 5: Read the rate for your land type — agricultural, residential or commercial — noting whether an exterior (main road) or interior rate applies to your plot. Newer versions of the portal also let you drop a pin on a map to auto-fetch the zone rate.

You can agree on any price, but stamp duty and registration fees are calculated on the DLC value if it is higher than your sale price. Registering a deal far below DLC can also invite scrutiny from the department.

No. DLC is the government's minimum valuation for registration purposes. Market prices are usually higher, and in fast-growing areas the gap can be large.

Do agricultural, residential and commercial land have different DLC rates?
