Four sets of court proceedings decide whether large parts of Rajasthan can be used the way a seller describes: Sambhar Lake’s wetland, the orans and dev-vans treated as forest, the Aravalli hills, and the Great Indian Bustard’s priority areas in the west. For land in and around AgriZameen’s Phulera–Sambhar belt, the Sambhar orders matter most.
The short answer
- Sambhar: the NGT directed wetland demarcation with core and buffer areas and removal of illegal borewells and encroachments (2023); the boundary has so far been published only in draft (December 2023).
- Solar near Sambhar is being allowed case by case, on conditions: panels at least 1.5 metres high, three trees for each one cut, water inflow kept open (Rajasthan High Court, 2026).
- Orans, dev-vans and rundhs are to be treated as forest whatever their size (Supreme Court, December 2024).
- Aravalli: the November 2025 definition is on hold; an expert committee reports by 30 November 2026 (as reported).
- Great Indian Bustard: inside the priority areas approved in December 2025, new wind turbines and solar parks above 2 MW are barred (Ranjitsinh).

Sambhar Lake
After the mass bird deaths of 2019, the National Green Tribunal pressed Rajasthan to close illegal borewells, stop sewage reaching the lake and finalise an environment management plan, and closed that case with directions in March 2021 (O.A. 1020/2019). In Sambhar Salt Ltd. v. MoEFCC (9 November 2023) its Central Zone bench directed scientific demarcation of the wetland with core and buffer areas, removal of illegal borewells and encroachments, a finalised wetland management plan and treatment of sewage before it reaches the lake. A 2024 execution application was closed with directions to comply on time. As far as we can find, the wetland boundary has been published only as a draft notification of December 2023, and has not been finally notified.
In 2026 the question moved to solar projects. On 28 April 2026 the Rajasthan High Court lifted its stay on a 100 MW solar project near the lake in Dinesh Kumawat v. Union of India, accepting that the site was not notified wetland but requiring panels at least 1.5 metres high, three trees planted for each one felled, and no blocking of water flowing onto the land. A parallel public interest petition over the same project was disposed of on 15 July 2026 on the same conditions, and the NGT closed a tree-felling challenge to it on 22 July 2026, deferring to the High Court. None of these orders decided the wetland boundary.
Orans and sacred groves
On 18 December 2024 the Supreme Court directed that Rajasthan’s orans, dev-vans and rundhs be treated as forests whatever their size, mapped on the ground and by satellite, and considered for notification as community reserves under the oversight of a committee. As reported, the State has begun identifying and classifying these lands, but we could not find a final notification. In September 2026 the Rajasthan High Court ordered status quo on land recorded as oran in a Jaisalmer solar project until the Revenue Department decides on the State Oran Committee’s recommendations.
The Aravalli definition
On 20 November 2025 the Supreme Court accepted a working definition of an Aravalli hill — 100 metres or more above local relief — and of a range, and barred new mining leases pending a sustainable mining plan. On 29 December 2025 it put that judgment in abeyance and ordered an expert committee to re-examine it. As reported, on 7 September 2026 the Court refused the committee more time, fixed 30 November 2026 as the deadline for its report and listed the case for 2 December 2026. Until the Court rules, which Aravalli land counts as protected hill is undecided.
The Great Indian Bustard
In M.K. Ranjitsinh v. Union of India (21 March 2024) the Supreme Court replaced its blanket order to put power lines underground across bustard habitat with an expert-committee approach, and recognised a right against the adverse effects of climate change. The final judgment of 19 December 2025 approved revised priority areas — 14,013 sq km in Rajasthan, per the judgment — and set limits inside them: no new wind turbines, no solar parks above 2 MW, and new overhead lines only through the approved power corridors. The case was disposed of.

What to check before you buy
- Near Sambhar Lake, check the draft wetland map and zone of influence with the authorities before any deal. Do not assume land is free to use, or that it is wholly barred.
- Read the land class: oran, dev-van or rundh entries may make land forest in law.
- Before leasing or selling land for solar, wind or transmission use in western Rajasthan, check the bustard priority areas and corridors.
- In Aravalli districts, treat hill and foothill parcels with caution until the Supreme Court decides.

Is land near Sambhar Lake inside the protected wetland?
