What the Urban GIS Portal is
The Urban GIS Portal, also called Citizen UDH, is the Rajasthan government's public map viewer for urban planning information. Its stated purpose is to let a citizen identify the land use of a chosen property under the Master Development Plan 2025, and alongside that fetch the municipal corporation, ward number, forest zone, khasra details and police station for that location.
The layer list runs well beyond land use: road network, sewerage network and manholes, JDA approved schemes, institutional land allotment, land-bank data, the Master Development Plan, forest circle boundary, police station boundary, parliamentary and assembly constituency boundaries, khasra boundary, and district and block boundaries. It also carries a khasra search and land-profile tools.
The portal is at gis.rajasthan.gov.in/CitizenUDH/, and the official user manual reaches it from the JDA Jaipur site's Master Plan 2025 link. A parallel address under rajdharaa.rajasthan.gov.in serves the same application, and publishing a city's master plan on it is an internal process for the nodal officer of that town, not something a citizen submits.
What to use it for
- The zone a plot falls in under the master plan — the single most useful thing it tells a buyer, because the zone shapes what may be built and what conversion will involve.
- Whether a planned road or scheme touches the plot, from the road-network and approved-scheme layers.
- Which ward, forest zone or police station the location sits in, which matters more than people expect when paperwork starts.
It is the authoritative place for these answers because it is the government's own publication of them. Anything you read elsewhere, including on this site, is a second-hand summary.
What it is not
It is a planning viewer, not the land record. Ownership, khatedari, mutation status and the jamabandi area live on Apna Khata, and the cadastral map of the parcel lives on Bhu-Naksha. A master-plan zone tells you what a plot is allowed to become; it does not tell you who owns it or whether the sale is clean. How AgriZameen's Belt Explorer differs
Our Belt Explorer is a private map of one corridor — Phulera, Sambhar, Naraina, Renwal and the villages around them. It is not a copy of the government portal and it draws on none of its data.

If the question is "what zone is this plot in", open the government portal. If it is "what is on the market along this belt, and roughly how big is it", ours is quicker. Neither replaces the record.
A caution about lookalikes
Search results for terms like urban gis or bhu naksha are full of private sites and apps that resemble the official ones, some carrying advertisements where the download button should be. A document downloaded from a copy is not a signed record and is worth nothing at a registry counter. Reach the portal from a government address, and treat every private tool — ours included — as a convenience, not a source.
