In Kerala, land is recorded on the holder’s account at the village office. That account is the Thandaper, and its number is what you will see on land tax receipts and what a buyer asks for first. It answers the question "on whose account does the village office carry this land?"
What the document is and who keeps it
The Glossary of Revenue Terms published by the Department of Land Resources names Kerala’s record as Thandapper (commonly spelled Thandaper), with 13 fields, kept in Malayalam. It is maintained by the village office, under the Village Officer, within the taluk.
Our source does not give the official labels for the plot number and holder account in Kerala. We describe the record by what it shows, and you should read the labels printed on your own copy.
Lakshadweep keeps a Record of Rights, which the same source gives as 10 fields, kept in Malayalam. Its plot and holder labels are not in our source either. For anything beyond the basics, ask the island’s revenue office.
How to read it, part by part
Kerala land papers usually come as a set: the Thandaper extract, the latest land tax receipt and the registered deed. Read them against each other.
- District, taluk, village. Confirm all three. Survey numbers repeat across villages.
- Thandaper number and holder. The account number and the name, or names, on it. Match the name to the seller and to the deed. If the deed is in the seller’s name but the Thandaper is not, pokkuvaravu has not been completed.
- Survey and re-survey numbers. Kerala has been re-surveyed in many villages, so a plot may have an old survey number and a newer re-survey number. Make sure the sale deed, the Thandaper and the tax receipt all point to the same land. Our note on survey numbers and khasra numbers explains how numbering changes on re-survey.
- Extent. The area held under the account in that survey number. Kerala records commonly use ares and hectares, and older deeds may use cents. Compare carefully.
- Land type. Whether the land is recorded as wet land (paddy) or dry garden land. This matters a great deal: paddy land and wetland in Kerala are protected, and changing their use is restricted. Check the classification before anything else if you intend to build.
- Tax. The basic land tax due and paid. The current tax receipt is the easiest proof that the account is live and in the seller’s name.
Pokkuvaravu. After a registered sale, the buyer applies to have the land transferred in the village records. That transfer is pokkuvaravu, the Malayalam term for mutation. Until it is done, the Thandaper still shows the seller. Ask to see the pokkuvaravu history behind the seller’s own name before you buy.
What it does not prove
The Thandaper is a revenue record. It exists so that the state knows whose name a holding stands in, what it is classified as and what is grown on it. Indian courts have long treated entries of this kind as records kept for fiscal purposes rather than as documents of title. A name on the extract is strong evidence of who the revenue office recognises today; it is not, on its own, proof that the person can give you clean title.
Before you rely on it, put these next to it:
- Mutation history. Ask for the mutation entries that brought the land to the present holder, and read each one. A name that appears without a mutation behind it is a question, not an answer.
- Encumbrance certificate. Obtain it from the sub-registrar for a long enough period to cover the chain of sales. Mortgages and agreements registered with the sub-registrar do not always reach the revenue record.
- Registered deeds. The sale deeds, partition deeds, gift deeds or settlement deeds that make up the chain of title. The revenue record should follow these, not the other way round.
- Land classification in the village records. Ask the village office how the survey number is classified in its registers, particularly whether it is recorded as paddy land or wetland.
- Possession on the ground. The Thandaper records an account; it does not show boundaries. Walk them with a sketch from the village office.
