Land in Andhra Pradesh is described on two extracts that are nearly always asked for together. Form 1-B is the record of rights: it lists, khata by khata, who holds land in the village. Adangal is the village account of each survey number as it is actually used, including who is in occupation and what is grown.
What the document is and who keeps it
The Glossary of Revenue Terms published by the Department of Land Resources names Andhra Pradesh’s record of rights as Form 1-B, with 17 fields, kept in Telugu. It gives the plot label as Survey No. / Sub-Division No. and the holder label as Khata No. The records are kept under the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971, and the Andhra Pradesh Land Revenue Code, 1999.
The village records are maintained at village level by the revenue staff under the tahsildar of the mandal, and both extracts are generated from the state’s computerised land records. The holder of land is called the pattadar, and may also hold a pattadar passbook issued under the 1971 Act.
Our source does not describe the column layout of Adangal, and does not list it as the record of rights. We describe it below at the level of what it shows, not column by column.
How to read it, part by part
Start with 1-B, then check each survey number against the Adangal.
- District, mandal, village. Confirm all three before anything else. The same survey number exists in many villages.
- Khata No. The account under which the pattadar holds land in this village. One khata may cover several survey numbers.
- Pattadar name, with father’s or husband’s name. Check it against the seller’s identity documents and the sale deed. Where several pattadars are named, each has a share, and all of them need to join the sale for the whole to pass.
- Survey No. / Sub-Division No. The plot. Make sure the exact sub-division in the sale papers is the one listed. Selling "part of" a survey number that has not been sub-divided is a common source of later disputes. Our note on survey numbers and khasra numbers explains sub-division numbering.
- Extent. The area held in that survey number. Add the extents and compare with the sale deed.
- Classification and nature of right. Whether the land is wet or dry, and on what footing it is held. Pay particular attention if the land is recorded as assigned land or as government land: assigned land in Andhra Pradesh carries restrictions on transfer, and a buyer should get advice before going further.
- Now the Adangal for the same survey number. It shows the extent, the classification, the person recorded as occupying or cultivating the land, the crop in each season and the source of irrigation. The person in the Adangal and the pattadar in 1-B should match. If someone else is shown as in occupation, you may be buying land with a tenant or an occupant in it.
When 1-B and Adangal disagree. A different name, a different extent or a different classification between the two is not a clerical detail. Ask the tahsildar’s office which entry is correct and why, and get the answer in writing before you pay any advance.
What it does not prove
Form 1-B is a revenue record. It exists so that the state knows whose name a holding stands in, what it is classified as and what is grown on it. Indian courts have long treated entries of this kind as records kept for fiscal purposes rather than as documents of title. A name on the extract is strong evidence of who the revenue office recognises today; it is not, on its own, proof that the person can give you clean title.
Before you rely on it, put these next to it:
- Mutation history. Ask for the mutation entries that brought the land to the present holder, and read each one. A name that appears without a mutation behind it is a question, not an answer.
- Encumbrance certificate. Obtain it from the sub-registrar for a long enough period to cover the chain of sales. Mortgages and agreements registered with the sub-registrar do not always reach the revenue record.
- Registered deeds. The sale deeds, partition deeds, gift deeds or settlement deeds that make up the chain of title. The revenue record should follow these, not the other way round.
- Restrictions on the survey number. Ask whether the survey number is subject to any restriction on registration, such as a listing as government, assigned or endowment land.
- The field map. 1-B gives an extent; the survey sketch shows the boundaries. Walk them with the sketch in hand.
