Rajasthan has raised DLC rates twice in 2026, and the second revision is the one people are feeling. A statewide increase took effect on 1 April; a further Jaipur district revision followed within months. Press coverage in August 2026 reported that the combined effect could push the cost of buying property up by more than a fifth, and that several commercial pockets of Jaipur now carry among the highest notified land rates in the city.
If you are buying or selling agricultural land near Jaipur, this is not a headline to skim. The DLC rate is not a market opinion and it is not negotiable at the sub-registrar’s counter. It is the floor the government will register your deal at, and every rupee of stamp duty and registration fee is calculated from it.
What a DLC rate actually isडीएलसी दर क्या है
DLC stands for District Level Committee. The committee, chaired by the District Collector, fixes a minimum value for every area — and in towns, for individual colonies and roads. Other states call the same thing a circle rate, a ready reckoner rate or a guidance value. In Rajasthan it is the DLC rate, and it does three jobs:
- It sets the legal minimum. A property cannot be registered below the DLC value for its locality, even where buyer and seller privately agree a lower price.
- It decides your stamp duty. Duty is charged on whichever is higher — the declared sale price or the DLC value. A rise in DLC therefore raises the cost of a purchase even when the agreed price has not moved at all.
- It shapes lending. A valuation used for registration is frequently the figure a lender starts from as well.

Rajasthan revises DLC rates on an annual cycle effective 1 April. Reporting through 2026 describes an unusually compressed sequence:
- A statewide revision of around 10% reported as effective 1 April 2026.
- A further Jaipur district revision agreed at a meeting of the District Rate Determination Committee, reported in the range of roughly 10% to 49% depending on the locality — a second upward move within months rather than years.
- Reporting in August 2026, including in the Times of India, put the resulting increase in the cost of buying at over 20%, and industry bodies were quoted raising concerns about affordability and about pockets where notified rates now sit above what the market will actually pay.
- Dainik Bhaskar reported on the sharp movement in Jaipur registry charges, including in prominent commercial areas such as Bapu Bazaar.
Why an agricultural-land buyer should careखेती की ज़मीन पर असर
Coverage of a DLC revision is written for flat buyers in the city. The effect on farmland in the belt west of Jaipur is different in three specific ways.
1. Agricultural rates are notified separately
Residential, commercial and agricultural land carry different rates for the same district. A headline built on commercial rates in a city market tells you nothing about a khatedari plot near Phulera, Sambhar, Naraina, Bichun, Dudu or the Rupangarh corridor. Look up the agricultural rate for your own tehsil and village.
2. The gap between DLC and market price cuts both ways
Where DLC has moved up faster than local demand, a buyer can end up paying duty on a value above what the land is worth to them. Where DLC still trails a fast-moving corridor, the opposite is true. Neither situation is visible from a percentage in a news report — it shows up only when you compare the notified rate against what plots nearby have actually changed hands for.
3. Your budget line moves before your price does
Stamp duty, the labour cess charged on it and the registration fee are all calculated from the higher of price or DLC value. If you costed a purchase earlier in the year against the old notified rate, that arithmetic needs redoing — the sale price has not changed, but the government’s minimum may have.

Select the district, then rural or urban, then the sub-registrar office, and then the zone or village. Choose the correct land category — agricultural is not the same as residential. The sub-registrar’s office also keeps a printed DLC booklet for the current financial year, which is worth asking for when an online figure is ambiguous.
Two things to take with you when you look it up:
- Check the date of the notification, not just the number. In a year with two revisions, a figure someone quoted to you in May may already have been superseded.
- Match the exact locality. Rates differ between a plot facing a main road and one set back inside a colony, and between adjoining villages.

- A DLC rise is not a valuation of your land. It is a floor for taxation, not a statement that the market has moved. Treating it as a price signal is how people overpay.
- It is not a forecast. No one can tell you from a revision what land in a given village will be worth later, and anyone who does is guessing.
- It does not change what you must verify. Jamabandi, khatedari category, mutation status, encumbrance, approach road and conversion position matter exactly as much the day after a revision as the day before.

What is the DLC rate in Rajasthan?
