Of all the property data published in India, the Reserve Bank's House Price Index is the most rigorously built. Jaipur is in it. That makes it worth understanding precisely.
What it is
The RBI publishes a quarterly House Price Index covering ten cities — Ahmedabad, Bengaluru, Chennai, Delhi, Jaipur, Kanpur, Kochi, Kolkata, Lucknow and Mumbai. Its distinguishing feature is the source: transaction data obtained from state housing registration authorities. Not asking prices, not developer statements, not survey sentiment. Registered transactions. The index is chain-linked with 2010-11 as its base year.
Alongside it, NHB RESIDEX covers around 50 cities using registered property values, and segments below city level to micro-market, administrative zone and pin code. Where RBI concentrates on the primary market, RESIDEX takes in primary and secondary.
Why a land buyer should care at all
You are not buying a flat. But the Jaipur housing market is the demand engine behind the Jaipur–Ajmer corridor. Residential absorption in the city is part of what eventually pulls development outward along a highway. A registry-sourced series for Jaipur is the closest thing to an honest read on that engine, and it costs nothing.
Four things it will not tell you
- Nothing about agricultural land. It is a housing index. A bigha of farmland is outside its universe entirely.
- Nothing below the city. A single Jaipur figure spans the whole registration area. Phulera and Rupangarh are not in it as places. Use RESIDEX pin-code data if you want anything finer, and even then it is housing.
- Nothing about your parcel. Index movement is an average. Individual parcels routinely move against it for reasons an index cannot see — water, access, title, conversion status.
- Nothing about the future. It is a measurement of what has already been registered, published with a lag. It is a rear-view mirror, and an accurate one.
How to use it honestly
Treat it as context, not as a valuation input. If someone shows you a projection for agricultural land returns built on a housing index, that is a category error dressed as analysis. The two markets are related the way a river and its catchment are related — real connection, no arithmetic that converts one into the other.
