There are two numbers attached to every piece of land in Rajasthan, and confusing them costs people real money. One is the DLC rate — the minimum value the government will accept for registration. The other is the market rate — what someone will actually pay. They are related, they are not the same, and almost every land conversation blurs them.

What the DLC rate actually is

DLC stands for District Level Committee. The committee fixes a minimum value for each area, and registration cannot be done below it. Stamp duty and registration charges are calculated on whichever is higher — the DLC value or your actual transaction value. If you agree a price below the DLC value, you still pay duty on the DLC value.

Rates are ordinarily revised annually, and they vary by district, by rural versus urban, by land use, and often street by street. That granularity is the point: a single “DLC rate for Jaipur” does not exist in any useful sense.

How to look it up — free, five minutes

  1. Go to the Rajasthan Registration and Stamps Department portal, e-Panjiyan (epanjiyan.rajasthan.gov.in).
  2. Find the DLC rate / e-Value section under the information services.
  3. Select your district, then rural or urban.
  4. Select tehsil, and then the specific village or colony.
  5. Read the rate for the correct land category — agricultural, residential and commercial are separate, and using the wrong one produces a wrong answer.

If the portal is unclear for your area, the Sub-Registrar office holds the same information and will confirm it. Both routes are free. Nobody needs to be paid to tell you a published government number.

Reading the gap between DLC and market

A market price above the DLC value is completely normal and is not by itself a warning sign. What the gap does tell you is where to ask questions:

The DLC value has none of those problems. It is location-specific, category-specific, published, and free to check. It is not the market — but it is the only officially grounded number in the conversation.

What DLC does not do

It does not value your particular field. Two neighbouring khasras can share a DLC rate and be worth very different amounts because one has recorded road access and the other does not, or because one has water at a workable depth and the other does not. Use DLC as a floor and a sanity check, never as a valuation.

Before you sign anything

Check the DLC value for the exact village and category. Check the stamp duty that follows from it, including any concession you may be eligible for. Then verify the parcel itself — jamabandi, Bhu-Naksha, girdawari, the mutation chain and encumbrance — because a good price on a bad title is not a good deal.
